Expert Approach, Inc. is DBE certified by SDDOT


A disadvantaged business enterprise (DBE) is a for-profit small business concern that is:

  1. at least 51 percent owned by one or more individuals who are both socially and economically disadvantaged; and
  2. whose management and daily business operations are controlled by one or more of the socially and economically disadvantaged individuals who own it. 

The objectives of the DBE program are to: 

  • ensure nondiscrimination in the award and administration of federal-aid contracts
  • create a level playing field on which DBEs can compete fairly for federal-aid contracts
  • ensure that the Department's DBE program is narrowly tailored
  • ensure that only firms that fully meet the eligibility standards are permitted to participate as DBEs
  • help remove barriers to participation of DBEs in federal-aid contracts
  • assist in the development of firms that can compete successfully in the marketplace outside the DBE program. 

A firm is not considered "small business concern" if it has annual gross receipts in excess of $23.98 million for general construction or in excess of $4.5 million for engineering, architectural and surveying firms over the previous three fiscal years. An economically disadvantaged individual is one whose personal net worth does not exceed $1.32 million. Personal net worth does not include the individual's ownership interest in the applicant or participating DBE firm, or the individual's equity in his or her primary place of residence. Socially and economically disadvantaged individuals are those who are (in addition to being economically disadvantaged) citizens of the United States who are:

(a) found to be socially and economically disadvantaged on a case-by-case basis.

(b) Individuals in the following groups, of which are rebuttably presumed to be socially and economically disadvantaged: 

  • Black Americans, which includes persons having origins in any of the Black racial groups of Africa  
  • Hispanic Americans, which includes persons of Mexican, Puerto Rican, Cuban, Dominican, Central or South American, or other Spanish or Portuguese culture or origin, regardless of race  
  • Native Americans, which includes persons who are American Indians, Eskimos, Aleuts or Native Hawaiians  
  • Asian-Pacific Americans, which includes persons who origins are from Japan, China, Taiwan, Korea, Burma (Myanmar), Vietnam, Laos, Cambodia (Kampuchea), Thailand, Malaysia, Indonesia, the Philippines, Brunei, Samoa, Guam, the US Trust Territories of the Pacific Islands (Republic of Palau), the Commonwealth of the Northern Marianas Island, Macao, Fiji, Tonga, Kirbati, Juvalu, Nauru, Federated States of Micronesia, or Hong Kong.  
  • Subcontinent Asian Americans, which includes persons whose origins are from India, Pakistan, Bangladesh, Bhutan, the Maldives Islands, Nepal or Sri Lanka  
  • Women  
  • Any additional groups whose members are designated as socially and economically disadvantaged by the SBA, at such time as the SBA designation becomes effective. 

The Department of Transportation sets an overall DBE goal for federal-aid contracts annually. The department attempts to meet the overall goal without using individual contract goals. However, individual contract goals are assigned if the overall goal is not being met.

Expert Approach, Inc. is HUBZone Certified

Part of the reason that Expert Approach, Inc. relocated to Vermillion, SD was because we intended to develop our Federal Public Sector business by entering into the HUBZone program.  Having both SBA 8(a) certification and HUBZone certification greatly benefits the company in winning federal government contracts.  

To be qualify for the HUBZone program, the business must meet the following criteria:

  • It must be a small business by SBA standards.
  • It must be owned and controlled at least 51% by U.S. citizens, or a Community Development Corporation, an agricultural cooperative, or an Indian tribe.
  • Its principal office must be located within a “Historically Underutilized Business Zone,” which includes lands considered “Indian Country” and military facilities closed by the Base Realignment and Closure Act.
  • At least 35% of its employees must reside in a HUBZone.

The Historically Underutilized Business Zones (HUBZone) program helps small businesses in urban and rural communities gain preferential access to federal procurement opportunities.  Why?  The program exists so the federal government can help improve the economy in these designated areas.

As of the date on this posting, all of Clay County is designated a HUBZone.  A few weeks ago, it was only the central portion of Vermillion.  Now, we try to obtain our employees from all parts of Clay County.  There are currently 17 HUBZone certified companies in SD.

Grand Opening: Vermillion, SD

On Thursday March 24, 2016 from 5:30 to 6:30 pm, Expert Approach, Inc. celebrates its grand opening / ribbon cutting ceremony in Vermillion, SD.  In celebration of this event,  the award winning Vermillion Area Robotics Club will provide demonstrations of their activities and challenges.  We invite all of Vermillion to come out and join our celebration.  We look forward to seeing you.

About Expert Approach, Inc.

In 2006, LD Herrera's family moved from Omaha, NE to the Washington, DC area because of his wife's position as a US Air Force servicemember.   With future military moves in mind, Mr. Herrera sought to build a business that would be portable.  Having a previous IT business in Omaha, NE, he had the experience and capabilities to build a new business.  Expert Approach, Inc. was founded in 2006 in the Washington, DC. area.  Through remote communication, he was also able to keep clients from his previous business.  In 2011, his family was sent to Alaska through another military move.  They spent 4 years in the new location and the business grew to 7 full-time employees.  After his wife's retirement from the USAF, the family moved to Vermillion to be close to extended family and to take advantage of Vermillion's HUBZone status.  Through the years, the business transformed from an onsite computer service company to primarily a web site development company.  Just like all technology based companies, change is inevitable.

Mr. Herrera grew up in Omaha, NE and attended Creighton Preparatory School.  He was educated in technology and programming in the early 90's at Carnegie Mellon University and has a 2015 BS in Marketing from the University of Maryland.

Expert Approach is in its second year of the nine-year 8(a) business development program.  This is a program by which the US Small Business Administration (SBA) helps small businesses compete in the federal marketplace. It is not a program to merely grow by federal contracts, but also includes requirements that the business generates an equal amount of revenue from the private sector.

8(a) and HUBzone  (pending) certifications will help the company win federal government contracts.  The company aims to hire a technologically skilled workforce through partnerships with the city and state workforce development programs and the University of South Dakota (USD).  The plans are to reach 100 employees by 2024.  These positions will be high paying jobs that will bring growth to the local economy.

The current location at 7 E Main St, will hold up to 10 employees which should be hired by the end of 2017.
